Another possibility is that they aren't logging the transactions in real time. I'm envisioning some shipping clerk in Köln entering paperword at the end of the day. Even if they're scanning it in, I suppose they could be scanning paperwork rather than package labels. That would rather defeat the purpose of having a barcode system, but I run into all sorts of things where human behavior collides with data integrity...
